Hihat Footboard Swivels When Playing

Having an odd problem and I cannot find any other posts about it - I've got a Mapex hihat stand (I think it's an H600) and it has a footboard that swivels for better placement. Problem is that it swivels uncontrollably while playing - which is a huge drag. I've got everything tightened up, but perhaps a lug or a nut is missing....
