Bass drum technique

I'm getting these annoying unwanted extra hits playing the bass drum, especially in slower tempos and simpler patterns, even when doing quarter notes but I also occurs in busier patterns. It sounds like when you let your stick drop on the snare drum, it bounces a little and then rests on the head. I'm not sure if it's my technique, the bass drum head, or the pedal. On other kits with worse pedals but brand new heads,this has never happened to me. Right now I'm using a DW 5000 Pedal on a stock pdp head that isn't even that tight, I play the flat foot technique. What could be the problem and how can I fix this?
